Hydropower Development in Jammu and Kashmir, Bharath: Technical Potential, Sustainability, and Project Landscape

Abstract

Jammu and Kashmir (J&K), located in the Himalayan region, possesses significant hydropower potential due to its steep terrain and perennial river systems such as the Indus, Chenab, Jhelum, and Ravi. Despite an estimated hydropower potential exceeding 20,000 MW, only about 3,200–3,540 MW has been harnessed, representing approximately 20–24% utilization (Ahmed, 2024; Hindustan Times, 2025; Economic Survey of J&K, 2024). This underutilization is attributed to geopolitical constraints, environmental concerns, financial limitations, and infrastructural challenges. This study evaluates the hydropower landscape in J&K through a comprehensive analysis of technical potential, sustainability considerations, and project-level performance. Case studies of major hydropower projects such as Baglihar, Dul Hasti, Salal, and Uri are examined to highlight operational challenges and lessons learned. The study further proposes an integrated framework combining sustainability assessment tools, basin-level planning, and technological advancements to optimize hydropower development in a socially inclusive and environmentally sustainable manner.
